Board Chair    
Jennifer Moore

Jennifer Moore is Chief Administrative Officer at Selwyn Township where she works with the senior management team to deliver outstanding programs to residents and businesses, ensuring constituents receive the very best value for their tax dollars. For over twenty five years, Ms. Moore has applied her strategic thinking, analytical capabilities, and big picture problem-solving skills to enhance the private and public sector organizations where she has worked. Before joining Selwyn Township, she held the positions of CAO and Treasurer with Northumberland County as well as financial and accounting roles at Imperial Oil Limited/ExxonMobil. Ms. Moore is active in her community having held various board positions with the Northumberland Family Health Team, Northumberland Habitat for Humanity, Northumberland United Way and Cornerstone Family Violence Prevention Centre, and as a Rotarian.  

Ms. Moore holds an Honours Bachelor of Commerce degree with a minor in Economics from McMaster University. She also earned her Chartered Professional Accountant (CPA) designation (formerly Certified Management Accountant, CMA). Ms. Moore was elected to the Loyalist College Board of Governors in 2021. 

Past Chair 
Julie Lange

Julie Lange is the Portfolio Manager and Branch Manager of Scotia Wealth Management in Belleville. With over 30 years of experience in financial management, Ms. Lange distinguished herself professionally by earning the Fellow of the Canadian Securities Institute (FCSI) credential and Chartered Investment Manager (CIM) and Director designations during the early years of her career. She has been awarded the Austin Taylor award, The Growth Council Award, and has been a longtime member of the President’s Council and Chairman’s Council at Scotia Wealth Management. A passionate advocate for public service, Ms. Lange has served on many voluntary organizations in both member and leadership positions, including as Past President of Quinte Regional Hospice and the former Treasurer of Trenton Memorial Hospital. She is also the recipient of the Quinte Regional Children’s Foundation Guardian Angel award, in recognition of her dedication to helping young mothers, and at-risk children as founder of the Helping Hands Program.  

Ms. Lange graduated from Ryerson University and is committed to ongoing education in the industry. Ms. Lange previously served with Honorary Colonel in the Royal Canadian Air Force, affiliated with 436 Transport Squadron, 8 Wing, Canadian Forces Base Trenton. She is also a Director of the Canadian Forces Liaison Council. Ms. Lange was appointed to the Loyalist College Board of Governors in June 2020. 

Vice-Chair
Lina Rinaldi

Lina Rinaldi is Vice President and Chief Nursing Executive at Quinte Health. She is an experienced healthcare leader with exceptional leadership experience in strategic and operational execution in regional and urban acute and community settings. Prior to Quinte Health, Ms. Rinaldi was at Closing the Gap Healthcare, where she was the Vice President, Client Service and provided strategic and operational oversight for approximately 2,000 homecare community and clinic staff across Ontario and Nova Scotia. She is also Chair of the Board of Directors of Summit Housing and Outreach Programs, Halton Region which is a not-for-profit organization supporting individuals with mental health and addictions. After serving on the Board of Directors for 8 years, she recently stepped down from the Quality committee of De dwa da dehs nye Aboriginal Health Centre, Brantford/Hamilton. She remains active in her community of Halton and looks forward to contributing to her new community of Carrying Place and more broadly in Hastings Prince Edward County.  

Ms. Rinaldi holds a Bachelor of Science in Nursing from York University and a Master of Nursing (Admin) from the University of Toronto. She is a Certified Health Executive (CHE) with the Canadian College of Health Leaders (CCHL), a graduate of the Rotman School of Management’s Advanced Health Leadership Program (AHLP), and holds a certificate in Legal Aspects of Healthcare Administration from Dalhousie University. Ms. Rinaldi was appointed to the Loyalist College Board of Governors in 2022.  

Vice-Chair
Josh Hill

Josh Hill is an elected Band Councillor in the Tyendinaga Mohawk Council and is employed with the Belleville Senators Hockey Club as an Account Executive. Before being elected as Councillor, he held other roles with the Mohawks of the Bay of Quinte in the Housing and Infrastructure Departments.  He serves on the Tyendinaga Education Advisory Committee as well as the Hastings and Prince Edward District School Board Indigenous Education Advisory Council. Mr. Hill is the current President of the Mohawk Agricultural Society and a representative on the Bay of Quinte Regional Marketing Board and the Visit the County Board of Directors.  

Mr. Hill recently completed the Sports and Entertainment Sales and Marketing program at Loyalist College and is a past graduate of the Aboriginal Law and Advocacy Program at Confederation College. He also studied Political Science and Native American Studies at Syracuse University and Indigenous Studies at Trent University. Mr. Hill joined the Loyalist College Board of Governors in 2022.

Chair of Audit and Risk
David Clazie

David Clazie is the Director of Finance for Loyalist Township and the former CAO for the City of Quinte West, where he drove technological advancements, improved resource allocation, and enhanced customer service for the residents of Quinte West. A dynamic and forward-thinking senior executive, Mr. Clazie has managed organizational change in previous roles at the City of Quinte and the City of Kingston. Prior to public service, he worked in major accounting firms such as Ernst and Young and KPMG.

Mr. Clazie has a Bachelor of Business Administration from Wilfred Laurier University in Waterloo, Ontario. He has his Chartered Accountant (CA) designation, Chartered Professional Accountant (CPA) designation, and has completed various leadership and professional development training programs at Loyalist College. Mr. Clazie serves on the Hastings Prince Edward Learning Foundation’s Board of Directors and the St. Mark’s United Church Board of Directors. He joined the Loyalist College Board of Governors in 2021.

April Smoke 

April Smoke is a visionary leader with over a decade of experience in educational administration and community advocacy. As the current Student Services Coordinator for Alderville First Nation, April has a proven track record of driving educational excellence and fostering community engagement. Her leadership has been instrumental in revitalizing community-based programs, particularly during the COVID-19 pandemic, where she successfully implemented strategic initiatives to ensure continued educational access and support for students. April’s deep commitment to education is evident through her extensive experience in both frontline and leadership roles, including her current role with Alderville First Nation and Cobourg, ON. Her expertise in special education, policy development, and program management is complemented by her strong interpersonal skills and ability to build collaborative relationships across diverse communities.

Mario Girouard

Mario Girouard is a seasoned executive with 39 years of experience in IT and IT security. He began his career in the Canadian Armed Forces where he served as an Information Technology, Telecommunications and Cryptography Specialist for almost 16 years. After leaving the Canadian Armed Forces, Mr. Girouard worked at SHL Systemhouse and then Electronic Data Systems where he held increasingly senior roles, including IT Outsourcing Chief Security Officer, and Chief Information Security and Privacy Officer. Before retiring, he also worked with Hewlett Packard and DXC Technology.  

Mr. Girouard studied Computer/Information Technology Administration and Management from Université du Québec en Outaouais and lives in the National Capital Region. He joined the Loyalist College Board of Governors in 2022.  

Governor       
Melanie Paradis 

Melanie Paradis is the President of Texture Communications, a boutique communications consultancy that expertly supports Canada’s leading CEOs with thought leadership writing. Her work has been published in Canada’s most-read newspapers and heard on airwaves and streaming services across the nation for more than 15 years.  

An unflappable media and public affairs advisor, Ms. Paradis has worked with executives across Canada and politicians at Queen’s Park and on Parliament Hill during high-stakes crises and moments of transformation. Prior to forming Texture Communications, she served in senior communications roles at leading national public affairs and government relations firms, including NATIONAL Public Relations, Earnscliffe Strategy Group, and McMillan Vantage; Vale, one of the world’s largest mining companies; and the Métis Nation of Ontario. Ms. Paradis has a Bachelor of Arts in Political Science from Wilfrid Laurier University and a Master of Science in Rural Planning from the University of Guelph. She was appointed to the Loyalist College Board of Governors in 2023.

Murray Angus 

Murray Angus, a resident of Belleville, is currently the Director of Finance for the Seniors Association Kingston Region adding his strengths in financial and administrative management to the aid in the advancing the Mission of the Association. Prior roles in the not-for-profit sector included Finance Director for the Children’s Mental Health Services in Belleville. Mr. Angus also has extensive experience in the industrial sector where he has served as the European Finance Director and subsequently as the North American Finance Director for a major player in the auto parts industry.   

Since graduating as a Chartered Accountant, he has held increasingly responsible positions in finance for companies in a variety of industries. In addition to Finance, Mr. Angus has managed the Procurement, HR and IT functions in complex environments both in the domestic and international arenas. These experiences have honed his business acumen to augment his strong financial expertise and operational bias. Mr. Angus, as well as a CPA, CA, is an Accredited Director and is a member of the Chartered Governance Institute of Canada as well as The Institute of Corporate Directors. His participation on Boards includea Elexicon Group Inc, Belleville Police Services, College of Optician of Ontario and the Belleville Chamber of Commerce. Mr. Angus joined the Loyalist College Board of Governors in 2023.

Rick Phillips

Rick Phillips is the Reeve of Tyendinaga Township and served as Hastings County Warden from 2012-2016 and 2019-2022. He was first elected as Councillor to Tyendinaga Township in 2006 and was elected Reeve in 2010. Previously, Mr. Phillips worked at CN Rail for 33 years holding leadership positions before retiring from CN and running for public office. He also maintains an active role in the Royal Canada Legion.  

Mr. Phillips is a member and elder of St. Andrews Presbyterian Church in Tweed. He has been involved in a wide variety of volunteer service in his community, and currently serves on the Boards of Highland Shores Children’s Foundation, Eastern Ontario Regional Network, Eastern Ontario Wardens Caucus, Quinte Hospice Building Committee, and the Belleville General Hospital Foundation. Mr. Phillips has been a resident of Tyendinaga Township for 55 years. He joined the Loyalist College Board of Governors in 2022.

Dr. Stacey Hatch

Dr. Stacey Hatch, Ph.D., Registered Psychotherapist, CCC, is an accomplished clinician – educator – researcher. She provided mental health care in primary care in Ontario for 12 years, and now maintains a private practice in Prince Edward County. Dr. Hatch’s area of research is older adult mental health. She holds a doctorate in Aging and Health from Queen’s University and is a CIHR Health System Impact Postdoctoral Research Fellow in the Institute of Aging. Her work includes significant contributions to research and policy in health care systems, mindfulness-based interventions for late-life anxiety, and the development of clinical practice guidelines for the behavioural and psychological symptoms of dementia. Dr. Hatch has presented her findings through publication and international conferences and is a respected peer reviewer for academic journals. Dr. Hatch is a Professor in the Doctor of Counselling and Psychotherapy program at Yorkville University.

Sarah Letersky

Sarah Letersky is a Partner and National Health Practice Lead at Rubicon Strategy, a leading government relations firm advising organizations across health care, life sciences, energy and other highly regulated sectors. She brings more than a decade of experience in public policy, communications and government relations. Prior to joining Rubicon in 2020, Ms. Letersky held senior roles in the Government of Ontario, including working with former Bay of Quinte MPP Todd Smith. While in government, she led policy development, stakeholder engagement, strategic communications and crisis response across complex and high-profile files. At Rubicon, Ms. Letersky leads the firm’s national health practice and works closely with health care and life sciences organizations to advance innovation, improve patient access and support health system transformation. She advises clients on navigating government, shaping public policy and advancing strategic priorities in an evolving health care landscape.

Born and raised in Belleville and now residing in Prince Edward County, Ms. Letersky has deep roots in the Bay of Quinte region and a longstanding commitment to public and community service. She serves as an appointed lay bencher of the Law Society of Ontario and as a member of the Prince Edward County OPP Detachment Board.

Student Governor       
Laurel Wilcox

Laurel Wilcox is a Practical Nursing student at Loyalist College and serves as the Student Governor on the College’s Board of Governors. A returning Loyalist student, Laurel previously graduated from the Child and Youth Work program and brings a strong background in leadership, communication and community engagement to her role. She is passionate about student advocacy and ensuring students have a meaningful voice in decisions that shape their educational experience. As she prepares for a career in nursing, Laurel is committed to contributing a student-centred perspective and supporting an inclusive, engaging and positive environment across the Loyalist community.

Jennifer Yascheshyn

Jennifer Yascheshyn is a Professor and Academic Program Coordinator at Loyalist College, where she has been a full-time faculty member for 15 years. During her time at Loyalist, she has coordinated several programs and currently serves as Program Coordinator for the Business Sales and Marketing program. Her work focuses on teaching, student success, curriculum development, program quality assurance, and continuous program improvement. In addition to teaching and coordinating, Mrs. Yascheshyn held partial secondments with Loyalist’s Centre for Leadership, Learning and Academic Excellence, where she led teaching and learning initiatives and supported faculty professional development and cross-college collaboration. In this role, she mentored and coached faculty in curriculum and course design, assessment, instructional strategies, educational technology and effective teaching practices. Prior to joining Loyalist, she spent more than a decade in the radio broadcasting industry in marketing, promotions, programming and leadership roles.

Mrs. Yascheshyn holds a Master of Education from Ontario Tech University, an In-Service Teaching Certificate in Adult Education from St. Clair College, and a Business Marketing diploma from Fanshawe College. She was elected by her faculty peers in 2026 as an Internal Governor representing Academic Staff on the Loyalist College Board of Governors.

Vanessa Brooker

Vanessa Brooker is the Associate Dean, Integrative Health and Wellness at Loyalist College, where she provides strategic leadership for a diverse portfolio of health programs and leads initiatives that advance academic quality, innovation and student success, with a focus on simulation. With more than 20 years of experience spanning frontline healthcare, post-secondary education and academic leadership, Ms. Brooker is recognized for building collaborative partnerships and developing programs that respond to evolving workforce and community needs.

Before joining academic leadership, Ms. Brooker served for 17 years as a Primary Care Paramedic. She brings extensive experience in curriculum development, interprofessional education, simulation-based learning and strategic program planning. Her work has focused on strengthening connections between education, healthcare and industry while supporting learner success and graduate readiness. Ms. Brooker also served on Loyalist’s College Council while in her faculty role.

Ms. Brooker holds a Bachelor of Adult Education from Brock University, a Diploma from Algonquin College in Paramedic and is an Advanced Emergency Medical Care Assistant (A-EMCA) certified Paramedic. She is currently completing a Master of Education, with a focus on educational leadership and innovation at Queens University.

As the Administrative Staff representative, Ms. Brooker serves on the Loyalist College Board of Governors, where she contributes her experience in healthcare education, governance, strategic planning and organizational leadership. She is committed to supporting the college’s mission of providing accessible, high-quality education while fostering innovation, community engagement, and student success.

President and CEO       
Mark Kirkpatrick

Recognized as an approachable, consultative, and visionary leader, Mark Kirkpatrick was recently appointed as Loyalist’s new President and CEO after serving as the College’s Acting President for several months. Mr. Kirkpatrick originally joined Loyalist in 2005 as Director of Information Technology where he modernized the College’s IT department and implemented a campus-wide IT infrastructure. Mr. Kirkpatrick earned increasing responsibilities over the years as he gained the confidence, respect, and trust of senior leadership. In the role of Senior Director, Infrastructure, he reimagined Loyalist’s indoor and outdoor spaces to align with the College’s caring and inclusive institutional values. After joining the senior leadership team as Senior Vice-President Corporate Services and CFO, Mr. Kirkpatrick operationalized the College’s Private College Public Partnership, Loyalist College in Toronto, and was the architect behind the business case, financial model, and operational plan that realized Loyalist’s vision for a new campus in Port Hope. During the pandemic, he worked tirelessly with Public Health partners to protect the health and well-being of Loyalist’s on campus and surrounding communities while ensuring the College avoided any deficits or employee lay-offs. 

Prior to joining Loyalist College, Mr. Kirkpatrick held other managerial roles such as Manager – Technical Services, Technology Architect at Empire Financial Group and Infrastructure Technology and Projects Leader at EDS Canada. He is a licensed electrical engineer and was an early leader in Information Technology, working with engineering and technology professionals in the manufacturing, consulting, insurance, and financial services sectors. Mr. Kirkpatrick holds a Master of Business Administration from the DeGroote School of Business at McMaster University and has an Applied Science Degree from Queen’s University.
